The duo contends that basing the Finance Bill on the FY 2024\/2025 budget estimates submitted on April 30, 2024, by the Cabinet Secretary is unlawful and unconstitutional.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"640\" height=\"480\" src=\"https:\/\/kituitimes.com\/wp-content\/uploads\/2024\/05\/images-23.jpeg\" alt=\"\" class=\"wp-image-1148\" srcset=\"https:\/\/kambalandtimes.com\/wp-content\/uploads\/2024\/05\/images-23.jpeg 640w, https:\/\/kambalandtimes.com\/wp-content\/uploads\/2024\/05\/images-23-600x450.jpeg 600w, https:\/\/kambalandtimes.com\/wp-content\/uploads\/2024\/05\/images-23-300x225.jpeg 300w\" sizes=\"(max-width: 640px) 100vw, 640px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The petitioners are aggrieved that, contrary to the procedure laid out in the constitution, the National Assembly is considering the Finance Bill 2024 before it considers and approves the Appropriations Act, 2024,&#8221; the court documents state.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"640\" height=\"480\" src=\"https:\/\/kituitimes.com\/wp-content\/uploads\/2024\/05\/images-25.jpeg\" alt=\"\" class=\"wp-image-1149\" srcset=\"https:\/\/kambalandtimes.com\/wp-content\/uploads\/2024\/05\/images-25.jpeg 640w, https:\/\/kambalandtimes.com\/wp-content\/uploads\/2024\/05\/images-25-600x450.jpeg 600w, https:\/\/kambalandtimes.com\/wp-content\/uploads\/2024\/05\/images-25-300x225.jpeg 300w\" sizes=\"(max-width: 640px) 100vw, 640px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Omtatah and Magare emphasize that Section 39 (4)(a) of the Public Finance Management Act mandates the National Assembly to align the total revenue raised with the approved fiscal framework.
