Kitui County Assembly Speaker, Hon. Kinengo Katisya, has suffered a major political blow after his close allies in the Wiper Party’s Majority Leadership were axed in a sweeping leadership overhaul.
The leadership reshuffle, formally communicated in a letter dated March 3, 2025, has seen a new team take over, signaling the end of Kinengo’s grip on the assembly’s leadership.

For years, the Majority Party leadership in Kitui County Assembly has been embroiled in power struggles, with Speaker Kinengo accused of dictatorship, favoritism, and defying party directives. In previous instances, after his allies were ousted, he reportedly advised them to seek court orders to retain their positions. However, this time, with Wiper leader Kalonzo Musyoka publicly warning Kinengo against political interference and controlling the assembly like his personal kiosk, the Speaker appears to have no choice but to accept the changes.
Axed Allies and New Leadership
The shake-up saw Speaker Kinengo’s key allies removed from leadership positions, including:
Harrison Maluki – Former Majority Leader

Boniface Mukwate Katula – Former Majority Whip

Muthengi Ndagara – Former Deputy Majority Whip
In their place, the following leaders were elected:
Majority Leader: Hon. Munyoki Mwinzi
Deputy Majority Leader: Hon. Dr. Erastus Musyoka Mbuno
Majority Whip: Hon. Daniel Ngoima Kimanzi
Deputy Majority Whip: Hon. Cyrus Kisavi Musyoka
The Fall of Kinengo’s Influence
Wiper MCAs have increasingly grown frustrated with Kinengo’s leadership, accusing him of frustrating party decisions and using assembly leadership to push his personal agenda. In the past, Kinengo and his allies have relied on legal battles to block leadership changes, but this time, Wiper Party’s top leadership has stood firm.
Kalonzo Musyoka recently took a firm stance, warning Kinengo against causing divisions among MCAs. This direct intervention has left Kinengo with little room to maneuver, and his resistance appears to have finally collapsed under pressure.
Impeachment Imminent?
With his allies ousted and his influence waning, speculation is rife that Kinengo could be the next target. Sources indicate that a motion for his impeachment is already being prepared, and with the majority of MCAs backing the leadership changes, his removal could happen sooner rather than later.
